Add the "hacktoberfest" tag to all repos in livebook-dev

Hacktoberfest 2022 is approaching soon!

I think a great way to encourage more contributions to the repositories in livebook-dev is to add the hacktoberfest tag to all the repos in the organization (or to the entire organization itself?), making contributions to the Livebook project count to a free t-shirt or a tree.

Is not this feedback just PR reviews? From what I can tell from I can tell from https://hacktoberfest.com/participation/#maintainers, all a maintainer really has to do to participate is to just:

1. Add the hacktoberfest tag to a repo.
2. Merge PRs, and review them if need be.
3. Mark spam PRs as spam or invalid.

Fingers crossed, I don't think spam will be an issue.

From past experience, PRs I have sent to Livebook have been mostly merged quickly and within a day. I think it is perfectly fine if this pace is not maintained in case of a large number of PRs, and the merge process takes longer, or even extends past October.
PRs must be given enough time to review, and revise to achieve a certain acceptable code quality, and maintainers should not be pressurized to merge for the sake of a deadline.

Hacktoberfest in my opinion is a means to also express gratitude to and reward contributors - even if a they only send a single 1 line patch - for contributing to the process. Therefore I urge you to consider Livebook participating Hacktoberfest.
