homebrew cask for Livebook

I think it would be quite convinient to have a homebrew cask to install the macOS Livebook app.

However I'm not sure if Livebook should be in the official homebrew cask repo or in a tap maintained by the livebook team to maintain more control over packaging, with Livebook still being beta and all that.

Don't see why it can't be in the official cask repo, given that e.g. Erlang, Elixir and also ElixirLS are already in the core Homebrew repo.
I can take a shot at the formula this week maybe as a PoC, I personally never used the app since I really care about having specific Livebook Erlang versions, but will give it a try.
