[bug] Simulcast is not working on VP9 [Reproductible in livekit online demo]

Describe the bug

On VP9 video codec, selecting the desired resolution for the remote video is ignored.

On VP8 video codec, it seems to be respected.

To Reproduce

1. Use https://livekit.github.io/client-sdk-flutter/
2. Click Multi Codec
3. Select preferred codec as VP9
4. Select remote stream quality

Expected behaviour

Remote stream quality selection being respected.

Platform information

Its whatever is in https://livekit.github.io/client-sdk-flutter/ as of today.

Running on: Web Chrome, version 142

I had to compress the video proof horribly for it to upload, but you can see the quality wont change
