Project policy around CHANGELOG?

I'm a little confused about the project policy around a CHANGELOG - it seems it was originally added in #487, removed in this non-PR commit and now it has been added again in #1440?

Is there any kind of decision record or public discussion around this?

I believe the context is:

1. We originally added CHANGELOG in add changelog #487

2. We have decided to go with github /releases to publish release notes, hence removed CHANGELOG in e6c9f2a

3. We received feedback that a CHANGELOG is also useful additionally, hence added script https://github.com/meta-llama/llama-stack/blob/main/scripts/gen-changelog.py to generate CHANGELOG from release notes. cc @terrytangyuan
