What would you like to be added:
A way to generate fluctuating signals for fake metrics
Why is this needed:
In testing different FlowControl policies for GIE, it's hard to get the right admittance behaviour when the server appears constantly overloaded. Adding signal generation would allow for more complex behavior testing as well as things like hysteresis.
Something like: "waiting-requests": "oscillate:0:10:5s"
