Synchronized from HAFiscal-Latest with public distribution transformations. Transformations applied: - Removed private files and content - Removed development comments - Generated public-facing README - Excluded qe/ directory (QE workflow infrastructure) Build system: HAFiscal-make Source commit: c659f745 This is an orphan commit (no history) to provide a clean starting point for the public distribution. Future commits will build on this base.
