Revert "[BPF] Allow libcalls behind a feature gate (#168442)" (#169733)

**Problem**

As mentioned in
#168442 (review)
#168442, is not the right solution for the problem.

I'll follow @arsenm suggestions starting with
#169537 to properly allow safe
math operations and i128 support in BPF.

Revert #168442.
