[CodeGen] Add <4096 x {i1,i16,f16,bf16}> value types

Some out of tree backend requires these larger vector types. Adding them
to upstream would greatly simplify our maintenance works.

Also updated necessary code for using these types in
Intrinsics.{td,cpp}.
