[libc++][docs] Retarget completion of P2944R3 to LLVM 22

The completion of P2944R3 (4a509f8)
just missed LLVM 21 release, and it seems controversial that whether
such feature completion should be backported.

I'm aware of following-up cleanup and bugfix about `<tuple>`. Perhaps
it will become more and more unwise to backport the changes. So let's
retarget P2944R3 to LLVM 22 in documentations.
