[LLVM][Cygwin] Remove special case for CYGWIN extensions.

This is no longer necessary, and results in an inconvenient define of
`i386` on i386 Cygwin targets which breaks compiling
llvm/include/llvm/ExecutionEngine/JITLink/i386.h.
