[NSAN] Cherry-pick configuration fix to the 19.x release branch

Cherry-pick the configuration fix in #108435 to the LLVM 19 release branch.

Since this is the first version with the new sanitizer, it would be valuable to have this option added there since the comparision check is a bit too strict in some cases. It might be more interresting to investigate loss of precision than changed paths in the code.

I would say without this, the sanitizer is unusable for larger repositories.
