[HLSL] Add Root Signature Documentation into clang

This is a parent issue to update clang's documentation with root signature implementation.

Upon completed, the documentation should provide clear understating to the compiler user's about the compilation process of root signature, including: parsing, validations, metadata generation, versioning support, binary serialization and existing known limitations.
