[RISCV] Missing builtin __builtin_riscv_pause

GCC has a RISC-V builtin __builtin_riscv_pause which Clang does not seem to implement.

Can this be implemented for feature parity with GCC?

@Kushagra-88 I have tried to add this function in BuiltinsRISCV.td but have some trouble when testing. Would it be possible to grant me a few more weeks since I'm busy recently?
