[HLSL] Rename `*ResourceBinding*` Types to `*Resource*`

As part of the proposal https://github.com/llvm/wg-hlsl/blob/main/proposals/0022-resource-instance-analysis.md, several types were identified as too specifically limited to Bindings, instead of a more generic "Resource Instance" notion.

The type names should be updated to align with the proposal
