Requesting Github CI/CD access for cmtice

In accordance with #115321, I'm filing this issue to request to be granted the Github CI/CD role.

I'm working on moving the current premerge infrastructure for X86 Linux and Windows to Github Actions from the current Buildkite setup. It would help to have additional permissions on the Github side so I do not have to bother the LLVM Admins everytime we need to change something/grab tokens/etc.

For what it's worth, apart from the initial app/runner secret, I've been able to perform all of the operations I needed using the REST API and a token generated from authenticating using the runner secret.

Take a look at the utils/ directory of the libcxx/self-hosted-runners repository.

That said. Debugging has/is not easy without the additional permissions which increase visibility into the registered runners.
