Add the VS Code MLIR extension to the Open VSX extension registry

In a similar vein to #93544, please add the MLIR extension to Open VSX so that it can be used in VS Code compatible IDEs like VSCodium, Cursor and Windsurf.

Why

Users from cursor cannot easily install the vsix from visual studio marketplace

• no vsix download from the marketplace anymore

  • issue reports: https://www.reddit.com/r/vscode/comments/1i2v8u2/need_help_finding_how_to_download_the_vsix_file/
• cursor is a vscode fork allegedly? https://cursor.com/
• vscode fork tends to inherit extension system that takes vsix files

More and more users cannot use this extension

• users from cursor cannot easily install the vsix
• cursor is getting popular (i cant find the stats yet to prove this claim)

Clangd is already there, looks like @sam-mccall owns it, perhaps he knows how to access the Eclipse account for LLVM? Then these steps should cover the rest of the process.

FYI you can still use the extension in Cursor - install it in VS Code, download the extension as a .vsix file, and install it in Cursor

I don't know anything about this, it was mentioned above that @sam-mccall is the one to ping on this apparently?
