Flang does not support the -fno-expensive-optimizations flag

Trying to compile the DDFUN package from https://www.davidhbailey.com/dhbsoftware/ results in

flang-21: error: unknown argument: '-fno-expensive-optimizations'

I realize that there might be not applicable to Flang's optimization pipeline, but it'd be nice to have it for the sake of gfortran compatibility.
