[MLIR] SCF to SPIRV conversion crashes on zero-sized memref

**Description**:
The SPIR-V type converter crashes with an assertion failure when processing zero-sized memrefs during `--convert-scf-to-spirv`, attempting to create a SPIR-V ArrayType with zero elements. Possibly related to [PR #73351](https://github.com/llvm/llvm-project/pull/73351) which fixed a similar issue.
