apt.llvm.org builds of main are outdated (again)

It appears no new builds of the LLVM main branch have been published to apt.llvm.org for over a week (since Oct 15).

Examples:

• Noble
• Jammy
• Plucky

A similar problem was previously reported on Aug 27 in #155585 and subsequently fixed by @sylvestre around Sept 15.

There appear to still be builds advancing on the LLVM 21 branch (eg. llvm-toolchain-jammy-21/, but not the LLVM main branch. Is that deliberate?

Ubuntu 24.04 is up-to-date but 20.04 and 22.04 are still out-of-date.
