Windows Installer: updating removes system path setting

The option to add LLVM path to the system path for all users doesn't work. when the installer uninstalls the old version it does successfully remove it from the system path.

As a workaround you can manually create an environment variable LLVM_PATH set to C:\Program Files\LLVM\bin and then add %LLVM_PATH% to the system path.

@EugeneZelenko is there any intention of fixing this? I suspect the uninstaller removes it from the system PATH and then the installer doesn't reload the system PATH, sees that it is already in the system PATH and doesn't make any changes causing it to stay removed from the uninstaller.
