Cannot open menuconfig becuase CMakeLists.txt is missing

Hello. I have cloned the repository and tried to launch menuconfig. It does not seem to work. Is this known issue?

CMake Error: The source directory "C:/Users/petrikas.lu/Desktop/WORK/LEARNING/ESP32_TFT/ESP32_TFT_library" does not appear to contain CMakeLists.txt.
Specify --help for usage, or press the help button on the CMake GUI.

CMakeLists in this exact order for cmake to work correctly

cmake_minimum_required(VERSION 3.5)
