Add localgov_workflows to microsites as an optional feature

As a content designer
I want to see the same workflow states on microsites as LGD
So I easily jump between the two platforms

Right now heavy users of LGD where workflows is installed (many councils) are confused by the different method of publishing content on microsites, so let's explore how to fix this

A default install of localgov_microsites has Drupal's workflow module enabled.

I can download and install localgov_workflows, which enables localgov_roles and sets up a default editorial workflow.

This then break editing content, as the permissions are not aligned with the group permissions and the moderation state field is missing from content type node forms.

So we will probably need to create a separate localgov_microsites_workflows module that follows some of the same patterns as localgov_workflows but has configuration specific to the group roles and content types in localgov_microsites.

Actually - I think it is mainly just permissions and roles.

Fresh install, create a couple of microsites, then enable the localgov_workflows module, add site-wide permissions for the 'Microsites trusted editor' role and it all kicks into action.
