[META] Tidy the UX for creating reusable paragraphs

The UX for creating reusable paragraphs is confusing and needs a review. There are two main areas to fix:

• the 'add a page component/ paragraph' page https://demo.localgovdrupal.org/admin/content/paragraphs/add/default

• adding/ selecting a component from a content page https://demo.localgovdrupal.org/node/109/edit?destination=/admin/content%3Fcheck_logged_in%3D1

This is done when...

• We've discussed the defects and have a fix for each
• The fixes are complete and on a test site for review by sample users

Notes from 22nd October discussion.

In the paragraphs library:

• Split the dropdown button to add new paragraphs from the button to add existing paragraphs from the library.
• Update the revisions to hide the field group (at the bottom of the paragraphs form there is a confusing field group for the revisions that doesn't actually do anything useful).
• Consistently use an add icon for add buttons
• Rename to use paragraphs library (not a high priority)
• Document bug with CKEditor

Questions arising:

What are the use cases for the linkit plugin in the page components module?
What paragraph types should be reusable by default? Proposed: text and contact.

Actions arising so far:

Action 1: Update the form display of the paragraphs library
Action 2: Update the field on service page (and any others similar)

To accomplish this we need to rejig the default install paragraphs.

I looked at the services UI too to handle the case where an editor wants to add some text below our reusable item only to the page that shouldn't be in the library. It looks as though only service pages uses the paragraphs but I think services module is the wrong place for the field storage because we ought to be able to add paragraphs to the other content types like Guides.

First pass will be getting the config into the right places in rough shape / proof of concept / updating tests / update hooks for existing sites.
Second pass will be for any UI tweaks and action from feedback.
