Facets dependency problems in tests

We have failing installs due to facets version collision.

Maybe we just need to. merge back from 3.x to the failing branch?

It's already in 3.x https://github.com/localgovdrupal/localgov_project/blob/3.x/.github/workflows/test.yml#L85 it's likely that PR was created before the 3.x change was merged
