Pin Drupal 11 tests to 11.1.x

Drupal 11 tests are failing with Drupal 11.2 due to changes in how modules and their configuration are loaded.

Hey @stephen-cox, do you think we should restrict the 3.2.x profile so it only allows up to 11.1.x rather than changing the workflow?

I tried in the workflow and it fails, so I think that's the way to go for now. I did this localgovdrupal/localgov_project@437223a
