In page navigation at mobile

The in-page navigation on subsite pages is v far down the page at mobile.

Suggestion that we try Lambeth's pattern of: "In this section" menu collapsed at the top of the page.
We may also want to repeat the nav at the bottom.

The way subsite navigation works on Lambeth's site is very impressive - offering a top level subsite navigation along the top above the header, but also a parent/child level navigation when you navigate deeper into the site. These combine well into a single full navigation for mobile screens.
