[Doc] Kafka input ACL permissions

It would be interesting to add:

• A list of required ACL permissions for each resource:
  • DESCRIBE Topic
  • READ Topic
• Few pointers to up to date documentation, such as https://kafka.apache.org/documentation/#security_authz

@karenzone We can work together on this. I can make a first pass on describing necessary ACLs, and dig out a few more Kafka doc examples...
