Add options to fine-tune the TCP and UDP transport mappings

Add options to both plugins to allow users to fine-tune the TCP and UDP transport mappings, such as the UDP [buffer sizes](https://javadoc.io/doc/org.snmp4j/snmp4j/2.8.2/org/snmp4j/transport/DefaultUdpTransportMapping.html#setReceiveBufferSize-int-).
