Rework no_run test category better

currently no_run has mutiple individual filters for env(NV, pHyp), OS etc, let's comeup with
better way to handle all together.

We need to make the variable names more readable.
Will discuss on other possibilities with @PraveenPenguin and @harish-24 and come up with an optimised solution.
