Use the $XDG_CONFIG_HOME to find the file if no parameter is set.

At the moment, the project reads the default value from jobs sub directory if no parameter is provided (code). The default check should always be $XDG_CONFIG_HOME/taskcrafter/jobs.yaml before checking the fallback with parameter.
