Any library that interacts with actual performers or musicians probably needs to understand and have a "story" for MIDI interaction (what that is remains to be seen, just flagging this as a likely expectation from users).

An immediate thought being that I want to be able to "record" midi events so I can replay / reuse them. As a musician it's a LOT easier for me to "play in" a melody or chord (and have the chord recognized from the resulting data structure) as source data from my code, than to code it in by hand. This would require being able to define basic quantization settings so any input is normalised within rhythmic bounds.

I looked at this a little already. It looks to me like the clear choice for dealing with MIDI streams in Python is Mido: it looks currently maintained with strong documentation.

I think it would be a challenge to generate wavetables and synth effects for the hundreds of possible MIDI instruments, so this avenue seems like it would always be limited in its capabilities.

Actually Pygame itself can receive MIDI inputs, but it doesn't have a MIDI synth; it can only send MIDI data to a system MIDI library/service, which users generally don't have installed. That's one reason it's never been workable to ship game audio as .mid files.
