[BUG] The current version still cannot correctly generate ocean and river mouths.

Describe the bug
Coastal waters, including oceans and river estuaries, still cannot be correctly generated.
Rivers near Stockholm still haven't been correctly generated; I think they're being classified as oceans because they're too close to the sea.

i tried also to make nauru but cities are underwater WTF

different height in water usuallly lead to the water all forming blocks and flooding the whole place (e.g. Niagra falls). I think the water should generate not as a full block so that the water doesn't flood entire places as well. And yes, this seems to be a common issue where water will not generate properly.
