How to build? #1

I am not an expert in building C projects or using make so please forgive if this is a basic question.
I'm trying to build/run this on Ubuntu 22 and I'm having a few problems.
I kind of expected the audio to not work and from googling I see it's a common problem that gcc can't find the Lua dev stuff, but cutting them out of the program I still get errors, such as undefined reference to SDL_UpperBlit'` - which confuses me as I see SLD in the dependecies of the make file and thought that would be installed ?
any hints or tips or corrections to my direction very much appreciated.
