Pull request #280 completes most of the bzlmod migration.

The following changes need to be done to complete the migration

1. Migrage crt_repos - This is a bit tricky because we need to resolve some issues with the windows toolchain for the ATE app
2. Bump bazel version to 8.0.1 to align with opentitan
3. Remove and disable legacy WORKSPACE once the migration is complete

Also we should take a pass at the documentation to ensure all of the instructions for the autogenerated python and go dependancies are up to date.
