[qemu] Add QEMU support to the orchestrator

### Description

Currently, the orchestrator scripts used in provisioning assume the target is either silicon, or an FPGA. These scripts should be modified and refactored to additionally support emulation targets, defining the correct binaries and host flags for executing in QEMU environments.
