Port the content and functionality to 11ty

Determine the feasibility of using the liquid component structure and other benefits of the finished-starter framework from within the Eleventy (11ty) static site generator rather than the current Jekyll setup.

If a port of the functionality and content is possible, use this issue number to create the branch and do the work.
