This class no longer exists.
In preparation to drop support for foreman on all platforms except el9.
webhook has been replaced by webhook-go.
Resolves this warning:
Scope(Class[Foreman_proxy]) foreman_proxy::bind_host should be changed to an array, support for string only is deprecated
