Can i use to caddy-docker-proxy for udp packets?
I want to install openvpn and radius server in swarm.

That's not what it is for. It reverse proxy for HTTP.

It can use UDP for HTTP/3 (aka Quick/SPDY).

You just use docker and exposed UDP port through it, for your use case.
