Add the ability to read graphite-based metrics from a SQL Server DB

There is a requirement to use MS-SQL Server as a store-and-forward system for a widely distributed statsd.net deployment. This feature will read graphite lines outputted by the backend so that they can be forwarded on to Graphite, or any other backend of your choosing.
