why run-vcpkg Is missing out on x-gha cache: it has been removed from vcpkg

The vcpkg project removed support for x-gha caching around April 2025. More details can be found in this pull request.

In this related issue, I describe a possible workaround in my own vcpkg-tool fork. Contributions and feedback are very much appreciated.

Using actions/cache in the workflow may be a simpler solution:

On the subsequent runs:
