Switch to OTLP HTTP+JSON exporter

The OTLP HTTP+proto exporter has protobuf as dependency (and a non-recent version at that!) and that prevents the OpenTelemetry Python distro from working in scenarios like MLFlow. Unfortunately, there is currently no OTLP HTTP+JSON exporter available.
