create does not work appropriately

Doing

boot migratus -c create -o mig1

will cause the migration-dir and two corresponding sql files created.

However after this any new create command will not create any files.

So I'm actually going to be removing this library from github and not maintain it, since it turns out it's not needed for luminus. If you want to take the code and modify it on your own to get it to work I'd be happy to send it to you. Sorry to cause that complication.
