I'd checked the entry prior to doing the chapter and thought I would have to deal with a Killer Lance. When Puzon showed up with a Steel Lance instead I was surprised and wondered if there was a bug. It seems that the game pulled from Unit #12 instead of Unit #25 for Puzon. I thought possibly that this was a difficulty adjustment or something like that, and checked Boies's entry from the previous chapter. But in that case, the game pulled the earlier version (with a Hammer) for Boies instead of the later-numbered version, like it did for Puzon.

Attached is the file where you can see that all the chapters have duplicate entries for bosses.
