Use of a custom html page when dev server is started #141

Hi,

I'm building something new and decided to take Gleam and Lustre for a spin. My previous experiences with Elm and Fable make the experience very familiar. One thing I craved was the ability to "bring my own html page" when starting the dev server. I've read the TOML reference and the section on tools.lustre.html, which, in all fairness, does offer a lot of options. But alas, it does not allow me to put e.g. a class on the <html> and <body> tags, which, as a tailwindplus user, would be very useful. Would there be a way for me to do that?

I fear the current design of configuring what goes on a dev page thru a set of toml keys causes a degree of duplication between what I'd use in production and in development. Perhaps this could be flipped around, e.g. requiring place holders on a user's html page for what lustre dev tools needs (thinking of hot reloading and such).

Just something to ponder, not a hill to die on.
