Update port to LVGL v9.3.0

Hello,

I updated this port for the STM32F746G-DISCO to work with LVGL v9.3.0. You can find the updates on my fork here. Would you like me to create a PR?

The STM32F7 BSP and CMSIS sources were updated to the latest F7 firmware package provided by ST (v1.17.3). Several other ST generated pieces of the port were also updated using the latest STM32CubeMX (v6.14.1).

I've confirmed the updated port works with IAR v9.60.4 and STM32CubeIDE 1.18.1. I also confirmed building through Docker via VSCode's Dev Containers works. I did not test the debugging through OpenOCD.
