.htc file does not seem to work in Sharepoint 2010 #89

What steps will reproduce the problem?
1. Add this in the code: behavior: url (../wichitagov/border-radius.htc)

What is the expected output? What do you see instead?
Page does not exist error message in IE7. Works fine in other browsers.
What version of the product are you using? On what operating system?
Windows XP
