Feature: Recognize tag installed but not initialized #44
Description
In some cases, specifically when installed with Launch, the tag can be installed (meaning its present on the page), but not fully initialized because the end user hasn't opted in jstag.optIn(). This comes across as the tag not loading, chrome extension not working, etc., However, this is designed behavior and we should put a notice on the extension when the tag is in this state.
