Meta: Couple FTorch into CLUBB

• Adapting the code in the M2LInES fork of CLUBB to link to FTorch
  • Working on Derecho (or CSD3)?
  • Through the build scripts, or other build process?
• Test using a simple NN being run from within the fortran - e.g. SimpleNet
