Allow overrides of vars in the go-ld-flags scripts

Something like: 

```
BASE_PACKAGE=${BASE_PACKAGE:=vendor/github.com/m3db/m3x/instrument}
# for all vars that could be overriden
```

It'll allow reuse of the script downstream better
