CI scripts should install protoc-gen-gofast automatically

When trying to generate protobufs for M3DB using latest ci-scripts I got an error messaging that github.com/gogo/protobuf/protoc-gen-gofast was not installed. Ci-scripts should check if its installed automatically, and install it if its not.
